As Your Lordship will have learnt

from my former Despatch, I have not hitherto considered

that the proposal had reached a stage in which it could be

seriously considered. Senor Pescio was informed that the

fouling of Pokfulam Reservoir appeared to be an in-

-evitable consequence of his proposals and that this

Government was not prepared to allow this at any rate

until the Tytam Tuk Extension Scheme was completed. This

appeared to relegate the scheme to the distant

future and

seemed the best way of dealing with it, since the proposals

were so vague and intangible that it was not feasible to

discuss it on its merits.
